Follansbee Council is seeing lights in the future

FOLLANSBEE — Follansbee Council had lights before them again, as the subject of street lights along Main Street again arose.

After some discussion, the council agreed to use federal American Rescue Plan Act funds to purchase and install new LED street lights along the east side of the street to address the absence of working lights in some areas.

Mayor David Velegol Jr. said the city could seek bids for the LED lights in January so the work could begin in the spring.

Following the meeting, Velegol confirmed the effort will include replacing underground conduit and wiring to the street LED lights and the sidewalks that must be removed to reach them, an aspect that had delayed the project.

To avoid tearing up the sidewalks, city officials had hoped to replace the wiring through trenches dug along the street’s curbs. But they said they were required by state highway officials to repave affected all of the street, which is part of state Route 2.

Velegol said of about $1.3 million in federal ARPA money awarded to the city, about $330,000 has been used or allocated for water and sewer improvements, leaving about $750,00 for the street area LED lights.

The mayor initially announced the lights would be replaced in phases, starting from the intersection of Allegheny and Main, but recurring complaints about the darkness at the street’s lower end led to the reversal.

Fourth Ward Councilwoman Alexis Russel and 1st Ward Councilwoman Tammy Johnson were among those who pushed for new LED lighting fixtures in that area.

The question of whether solar LED lights, like the one installed at the corner of Main and Penn streets, may be used.

Russel and 2nd Ward Councilman Charles McCoy suggested a set of LED solar lights could be installed along the west side if only temporarily because they can be moved and used elsewhere, such as local parks.

But opinions among city officials differed about the effectiveness of the LED light, which was installed on a trial basis.

Velegol was among those who believe it doesn’t generate sufficient light, while McCoy disagreed.

City Manager Joe DiBartolomeo said he consulted former city manager Jack McIntosh, who oversaw its installation, and learned it had been set at 30 percent brightness because it didn’t store sufficient solar energy to power it through the night at a higher level.

Velegol said the light currently is quite dim by morning and expressed concern about whether it will be bright enough in winter when days are shorter.

He said later the light requires 12 hours of daylight to be fully charged.

The expense for the LED solar lights and fixtures also was raised.

Velegol said the current light cost about $1,000 and outfitting each of the street’s utility poles with them would total about $100,000.

Johnson said something should be done to improve visibility at the south end of Main, which is in the ward she represents and where she lives.

Velegol said he and DiBartolomeo will look into the area further in hopes of bringing a plan to the council at its next regular meeting, which will be at 6 p.m. on Nov. 7.
