Recently, the Department of Housing and Urban-Rural Development of Hebei Province issued the "Hebei Province Urban Lighting Quality and Efficiency Action Plan (2021-2025)", requiring all localities to accelerate the construction of urban smart lighting, achieve green and low-carbon lighting, and reduce urban lighting energy consumption. Strictly control excessive lighting and focus on improving the quality of urban lighting, accelerate the construction of a fully functional, green, efficient, smart and safe urban lighting system, and create a healthy, comfortable, ecological, and safe living environment.

The plan proposes that, in accordance with the principle of "unification of goal orientation and quality improvement, coordination of planning and construction with prominent key points, and equal emphasis on intelligence and efficiency with green and low carbon". By 2025, the action to improve the quality and efficiency of urban lighting will achieve significant results.

The coverage rate of urban road lighting reaches 100%.
The pass rate of energy efficiency indicators for
street lighting and landscape lighting reaches 95%.
The pass rate of energy efficiency indicators for newly-built lighting facilities reaches 100%.
The utilization rate of intelligent and high-efficiency
energy-saving LED lamps such as LED solar street lights, shoebox light, floodlight, high bay led light, high pole light, dawnlight, canopy light, washer light, tunnel light, ugr<19 panel light, UGR<17 down light and etc. will reach more than 80% by 2020.
The total electricity consumption is the base, and the urban lighting energy saving rate will be over 25% in 2025.


Accelerate the upgrading of intelligent construction. Supported by cloud computing, 5G, Internet of Things, big data, artificial intelligence, GIS and other technologies, construct and transform the intelligent control system of urban lighting to realize the automatic opening and closing of the lighting system according to the illuminance, the time-sharing control of lighting brightness, and the statistics of lighting energy consumption Analysis, leakage electric shock safety warning and automatic emergency response functions. Carry out the pilot demonstration of the application of multi-functional smart LED light poles. By 2025, the application rate of multi-functional smart light LED poles in all districts and cities will reach more than 30%.

Fill up the shortcomings of functional lighting. Comprehensively investigate the problems of non-coverage and non-compliance with the standard and norms of functional lighting in urban built-up areas, and improve the coverage and effectiveness of urban functional LED lighting. Newly built roads should be constructed in strict accordance with relevant standards and norms for supporting LED lighting facilities.

Speed ​​up energy-saving technological transformation. Actively explore the application of new technologies, new LED lighting products, and new methods, and carry out 1 to 2 pilot demonstrations of solar lights or wind-solar hybrid lights according to local conditions.

Establish and improve a long-term mechanism. Establish and improve the whole life cycle management system for the construction, management, operation and maintenance of urban LED road lighting and landscape LED lighting facilities, and strengthen the statistical analysis of urban lighting energy consumption information. Strengthen the safety operation and management of urban lighting, establish a long-term safety management mechanism of source control, process supervision, early warning and forecast, and rapid disposal to improve the resilience of urban lighting safety.
