The "Planning" requires that the Shenzhen Bay Super Headquarters Area, International Low-Carbon City, Hetao Area, Damguang International Biological Valley Area and Xiaomeisha Coastal Area are strictly prohibited from media façade lighting; residential buildings, medical buildings, and educational buildings are strictly prohibited from media façade LED lighting .

For the Shenzhen Bay Super Headquarters Area and the Baguang International Biological Valley Area and other areas adjacent to Shenzhen’s important ecologically sensitive areas, the LED lighting construction will meet the regional night scene image display while taking into account the ecological needs. The use of upward searchlights, lasers and media stands is strictly prohibited. On the other hand, if the migration and migration needs of migratory birds are involved, ecological avoidance should be actively carried out during the migratory bird migration season from October to May of the following year, and the opening of LED landscape lighting and the use of dynamic LED lighting should be strictly restricted. Urban LED lighting construction that adversely affects the ecological protection of Mai Po and Deep Bay Internationally Important Wetlands and Mangrove Reserves should be rectified in time and closed when necessary.

As for the night scene lighting design of LED commercial characteristic lighting areas, Shenzhen mainly promotes internal LED light and external LED light transmission. It should not be too lively and emphasize visual impact. The integrated design of LED indoor and outdoor lighting of buildings should be implemented. This is energy-saving, emission-reduction, and restoration of architectural characteristics. A very useful measure to use light to express the characteristics of the city and its architecture.
